Chitungwiza man loses residential stand

Uncertain circumstances led to a Chitungwiza man losing his residential stand to another homeowner.

Around 2007, Hadley Mulemba bought Stand No. 14254 in Nyatsime Phase 3. He later learned that Philip Tugwete had taken over the stand.

Investigations are still going on despite his RRB 5147927 report of the incident. Mulemba claimed that he had sought assistance from several offices without success.

“The Housing Department claims that neither they nor the stand were repossessed or changed in any way. Someone from revenue and IT did this.

“When another name surfaced and there was no building, Lovemore Meya (council spokeswoman) actually went to the stand with my mother, and we submitted a report.

He ultimately sent the director an email. When I went to my stand in Chitungwiza after purchasing it in 2007, a home had been constructed. No one wanted to assist me when I went to Chitungwiza Council, and my name had been changed in their database.

Since Tugwete is also claiming to have purchased the same stand from the same municipality, Mulemba has made many attempts to obtain clarification on the situation.

“Everything in the Housing Department archives is in my name. I have reported to the police. Before a building was placed on my stand, I notified this, but no one came to my aid.

“When the name change controversy arose when I needed to pay rates, I went to the public relations office where I frequently ran into Meya last year. Since I live abroad, Meya also went to the place with my mother.

Later, Meya provided me the housing director’s email address, but she never replied.

Meya was unable to identify the precise owner of the land.

“This position is supported by the joint committee, which the Ministry of Local Government formally promulgated sometime last year.

Government and Public Works, which the Manyame Rural District Council and Chitungwiza Municipality are investigating.

Therefore, it is sad that we are not addressing Nyatsime-related concerns as Chitungwiza alone.

“Instead, those who are impacted are urged to get in touch with the joint committee, which as of yet is not completely operational.

According to Meya, “We have representatives from both local administrations holding talks simply to see if the Joint Committee materializes.”
