Mike Chimombe and Moses Mpofu, are embroiled in an alleged USD87 million fraud scheme involving the misuse of the prestigious Presidential Goat Initiative and are facing possible arrest for the issue.
The scandal came to light when a leaked voice note featuring businessman Wicknell Chivhayo circulated on social media, implicating the two men.
In a twist of events Chivhayo is likely to be exonerated of any wrongdoing in the whole scandal. Chimombe and Mpofu will face the consequences of their actions. The duo is accused by Chivhayo of creating fake audio recordings impersonating him in a bid to tarnish his reputation and frame him.
ZACC says it has all the evidence it needs in the case involving the duo.
ZACC Chairperson Micheal Reza ordered a warrant of search and seizure, granted by the Provincial Magistrate at Rotten Row Court, to access CABS bank statements related to account number 1006126120 belonging to Blackdeck a company which is owned by Mpofu and Chimombe
Mpofu and Chimombe allegedly received an advance payment and fabricated a ‘ghost’ supply of 600,000 goats, delivering only a quarter of the agreed quantity. The farmers affected are from Dande area and were not pleased with the two businesspersons.
According to investigations by ZACC, on November 16, 2021, the Ministry of Lands, Agriculture, Fisheries, Water, and Rural Development on behalf of the Government of Zimbabwe signed a USD87,757,168.00 contract with Blackdeck Livestock and Poultry Farming, represented by Moses Mpofu, for the supply and delivery of 632,001 goats over a five-year period
Chivhayo, who has been accused of fraud and corruption, has maintained his innocence throughout the ordeal. It now appears that he was indeed a victim of a elaborate scheme to discredit him, possibly due to his perceived connections to the first family.
