Chiwawa steps into town clerk role

Harare City Council has appointed lawyer Warren Chiwawa as chamber secretary, a move that will see him take over the duties of town clerk while the position remains vacant.

He assumes the responsibilities from Director of Water Engineer Mabhena Moyo, who had been handling the role.

Mayor Councillor Jacob Mafume said council would clarify the way forward regarding the town clerk appointment.

“That’s what the law says, but he can probably appoint or allow for the appointment of a town clerk while he settles in. I will confirm with him,” he said.

The last substantive town clerk, Engineer Hosiah Chisango, left council last year after more than 30 years of service. He had been suspended in 2024 over allegations linked to a street lighting tender and his contract renewal.

Mr Chiwawa will also serve as the city’s main legal adviser and oversee council records, filling a position that had been vacant for several years following the departure of Mrs Josephine Ncube in 2018.

His appointment followed a recruitment process that began in March 2024, with other candidates including Ms Charity Maunga and council legal officer Ms Alice Zeure.

Officials say the move is expected to bring stability and improve governance within the local authority.

Before this, Mr Charles Kandemiri had acted in the role before his arrest and later conviction in 2023 for attempting to sell Mount Pleasant Golf Club and Golf Course.

Mr Chiwawa had been serving in an acting capacity prior to his confirmation.
