City of Harare management has issued a stern warning to its employees about the misuse of WhatsApp groups meant for council business updates.
In a memorandum circulated to all council workers, the Human Capital Director, Bosman Matengarufu, expressed grave concern over some employees who have been posting abusive messages, misleading information, and content that causes unnecessary alarm among their peers and the public.
The memorandum, dated November 2024, highlighted that such conduct violates the Government’s New Protection of Data Act and the revised Council’s Code of Conduct.

It stressed that while employees have the right to interact on these platforms, this right must be exercised responsibly and within the boundaries of the law.
“It is disturbing to note that some of these employees have been spreading false information that causes despondency. This kind of behavior is a serious offence,” Matengarufu said.
In response, the Zimbabwe Municipal Workers’ Union (ZIMNAWU) has expressed discontent with the City’s actions.

“Ndokwazvasvika now kuvhunditsa vanhu kuitwa makuku vatavata. We are in the days of unfairness as you are alleged of earning huge perks now you are instructed to use your Signature to abuse employees.
I urge you to get to your normal senses,” . Tafirenyika said.
He further voiced his opposition to what he called intimidation tactics against workers.”
“Workers need money. Stop intimidating people. The voice of the people shall conquer,” he said
