El Salvador Offers to House U.S. Criminals and Deported Migrants

El Salvador has offered to take in “dangerous criminals” currently held in U.S. prisons, including those who are American citizens, according to U.S. Secretary of State Marco Rubio.

During a visit to the Central American nation, Rubio met with President Nayib Bukele and expressed deep appreciation for the offer, calling it an “unprecedented gesture of friendship.”

In addition to housing convicted criminals, El Salvador has also agreed to accept deported migrants of any nationality who have criminal records and are in the U.S. unlawfully, Rubio confirmed.

The secretary of state has praised Bukele’s aggressive crackdown on gang violence, which has led to a dramatic drop in crime rates in El Salvador, once one of the most dangerous countries in the world. However, human rights organisations have criticised his tactics.

Speaking to reporters, Rubio explained, “President Bukele has offered to detain high-risk criminals from our prisons, including those with U.S. citizenship and legal residency.”

He added, “We are profoundly grateful. I spoke with President Trump about this earlier today.”

A Strategic Regional Tour

Rubio’s visit to El Salvador is part of his first international tour as the U.S. top diplomat, where he has been emphasising the Trump administration’s priorities in Latin America. His agenda includes urging Panama to reduce what he calls “Chinese influence and control” over the Panama Canal.

The secretary of state also noted that Bukele’s offer extends beyond accepting Salvadoran nationals. He suggested that the initiative might focus on criminal groups such as MS-13 and Tren de Aragua, which have significant influence in the region.

Since returning to office, President Donald Trump has made deportation enforcement a major priority, promising “mass removals” of undocumented migrants.

In line with this policy, the U.S. has ramped up military presence at the southern border and implemented new executive orders restricting the processing of asylum seekers and migrants.

A Bold Prison Proposal

Bukele hinted that his latest prison offer goes beyond a 2019 agreement that allowed for the deportation of Salvadoran migrants.

Posting on X, he described the proposal as an opportunity for the U.S. to “outsource part of its prison system.”

“We are prepared to take in convicted criminals, including U.S. citizens, into our mega-prison… in exchange for a fee,” Bukele stated.

Bukele’s Crime Crackdown

Bukele, a former mayor of San Salvador, was first elected in 2019 on promises to overhaul the country’s crime-ridden past, combat corruption, and strengthen ties with the U.S.

His hardline approach to crime, marked by mass arrests of suspected gang members, has transformed El Salvador from one of the most violent nations in the world into one of the safest in the region.

Under his administration’s emergency measures, approximately 75,000 people have been detained on suspicion of gang involvement, though human rights organisations have voiced alarm over the widespread arrests and indefinite extensions of emergency powers.

Amnesty International has warned that Bukele’s tactics risk replacing gang violence with “state-sponsored repression.”
