Shop owners along Kaguvi Street received fraudulent business licenses from a man Edmore Muringayi posing as a City of Harare inspector, leading to his arrest.
The suspect, Muringayi, allegedly pretended to be an inspector based at Rowan Martin Building in Harare’s central business district.
He reportedly deceived business owners into paying substantial sums of money for counterfeit licenses.
According to a statement from the City Council, an investigation by Harare Municipal Police led to the discovery of three fake licenses in the area.
When questioned, the affected shop owners disclosed that they had obtained the documents from Muringayi, who had falsely claimed to be a city official.

Authorities have since urged business operators to remain vigilant and be wary of individuals impersonating municipal officers.
“We advise business owners to be cautious of fraudsters pretending to be municipal officials,” read a statement from the police.
The council further emphasised the importance of verifying inspectors’ credentials before making any payments to avoid falling victim to such scams.
