The government is actively pursuing a strategy to enhance the processing and value addition of tobacco, with the goal of increasing earnings from this valuable commodity.
Currently, only 2 percent of tobacco undergoes processing, a figure the government seeks to elevate to more than 30 percent, thereby maximizing the returns from the ‘golden leaf’.
Speaking at the Tobacco Sales Floor in Harare during the official launch of the 2024 tobacco marketing season, Vice President Constantino Chiwenga highlighted the government’s commitment to fostering an environment conducive to value addition in the tobacco industry.
“In line with our focus on value addition and beneficiation, the Second Republic has devised a comprehensive plan spanning the entire tobacco value chain,” Vice President Chiwenga remarked. “I’m encouraged by the recent investments in tobacco processing facilities across the country, poised to elevate the current processing rate from a mere 2 percent to over 30 percent.”
He further emphasized the government’s dedication to facilitating interested entities in the value addition and beneficiation of Zimbabwean tobacco within the framework of a private sector-led economy.

Vice President Chiwenga acknowledged the significant resurgence in tobacco production following the implementation of the land reform program.
With consecutive increases in production over the past few years, reaching a record-breaking 296 million kilograms in 2023, the government aims to maintain this upward trajectory, targeting an annual production of 300 million kilograms as outlined in the Tobacco Value Chain Transformation Plan.
The government, through the Ministry of Finance, Economic Development, and Investment Promotion, reaffirmed its commitment to empowering tobacco farmers by facilitating localized financing for the 150,000 producers.
Tobacco cultivation continues to be a cornerstone of Zimbabwe’s agricultural economy, offering the highest economic returns per hectare among major crops
. This economic significance is reflected in the employment of over 1.2 million individuals directly within the tobacco value chain, supporting up to six million dependents.
The Tobacco Industry and Marketing Board, in collaboration with the government and other stakeholders, remain committed to enhancing the viability of growers while ensuring compliance with regulations and promoting sustainable production practices.
With an emphasis on improving crop quality and yield, initiatives such as farmer training programs continue to drive progress within the tobacco industry, ensuring its resilience and long-term sustainability.
