Hon. Mercy Dinha, the Member of Parliament for Zvimba West and Deputy Minister of Public Service, Labour and Social Welfare, took the message of Constitutional Amendment No. 3 directly to her constituents yesterday.
She engaged with ZANU PF leaders in the Zumbara and Chipfuwamiti areas to discuss the proposed changes.
Accompanied by senior ZANU PF officials, including Central Committee member Cde Chirongoma, Provincial Committee member Cde Mai Muendesi, and War Veterans League representative Cde Kondo.
Hon. Dinha’s visit showcased party unity in informing the public about the amendment.
Addressing the communities, Hon. Dinha explained that the proposal to extend terms of office originated from the people themselves.
She emphasized the importance of leaders returning to the people to confirm that their request had been heeded, resulting in the drafting of Amendment No. 3.
“The Bill seeks to strengthen governance, promote stability, and foster development across the country,” she said.
“Communities are currently being given the opportunity to express their views through public hearings before the Bill is presented to Parliament.”
The proposed changes include extending the terms of the President, Members of Parliament, and Councillors from five to seven years; introducing a parliamentary system for electing the President and allowing the President to appoint ten technically skilled Senators to enhance parliamentary capacity.
Hon. Dinha outlined the benefits of Amendment No. 3, which include political stability, sufficient time to complete national projects, continuity of development-oriented legislation, improved operations for institutions such as the Zimbabwe Gender Commission (now integrated with the Human Rights Commission), and the introduction of technical expertise into Parliament.
The message was warmly received by the community, particularly the proposed extension that would allow the President to lead Zimbabwe until 2030. Residents voiced their support for Amendment No. 3 as a vital step toward building a strong, stable, and prosperous Zimbabwe.
