I hope this letter finds you in good health and high spirits. I am writing to address a matter of grave concern regarding the actions of the Harare Municipal Police towards female vendors who sell their goods in the streets.
It has come to my attention, as well as to the attention of many concerned citizens, that there have been numerous reports of the Harare Municipal Police engaging in violent and abusive behaviour towards these vendors. Specifically, there have been incidents where female vendors have been beaten and their goods looted by municipal officers. These actions raise serious questions about the legality and morality of such conduct.
Firstly, I must ask: Does the Harare Municipal Police have the right to beat female vendors who have broken the law by selling their goods in the streets? While it is understood that vendors operating without proper authorization violate municipal regulations, resorting to physical violence is not an appropriate or lawful means of enforcement. The use of force should always be a last resort and, even then, it must be proportionate, reasonable, and in line with the principles of human rights and dignity.
Furthermore, the act of looting vendors’ goods raises additional concerns. Where do these confiscated goods go? Are they documented and stored properly, or are they being misappropriated? The lack of transparency and accountability in this process is troubling and undermines public trust in the municipal authorities.

It is crucial to recognize that many of these vendors are driven to the streets by economic necessity. They are often the primary breadwinners for their families, striving to make an honest living under difficult circumstances. Instead of resorting to harsh measures, I urge the Harare City Council to consider alternative, more compassionate approaches to managing street vending. This could include designated vending zones, affordable licensing options, and support programs aimed at helping vendors transition to more formalized business operations.
I respectfully request that the Harare City Council take immediate action to address these issues. This includes:
- Conducting a thorough investigation into the reported abuses by municipal police.
- Implementing training programs for municipal officers on appropriate and lawful enforcement practices.
- Establishing transparent procedures for the handling and disposition of confiscated goods.
- Exploring and implementing supportive measures for street vendors that balance regulation with empathy and support for their livelihoods.
Your leadership is essential in ensuring that the rights and dignity of all Harare residents are upheld. I trust that you will take the necessary steps to address these concerns and foster a more just and equitable approach to street vending in our city.
