Sgt Makaranga is facing charges for causing a fatal accident under Section 49 of the Criminal Law Codification and Reform Act.
Both Sgt Makaranga and Mr. Chihava did not show their driver’s licenses when the police arrived.
The cars involved were taken to the ZRP Hatfield Traffic for inspection while investigations continue.
According to H-Metro, the crash happened around 6:45 AM. Sgt Makaranga, who works at the Police Protection Unit in Chitungwiza, tried to pass a Mazda Bongo Van turning onto Seke Road.

During this, his Toyota Hiace, carrying 15 passengers, went into the oncoming lane and collided head-on with a Nissan Caravan driven by Tashinga Chihava, 22, which had 18 passengers.
Sadly, two passengers, Wayne Chipuriro, 42, and Pecking Feliati, 40, died at the scene. Another passenger died later at Sally Mugabe Central Hospital.
