Women’s League Boss Throws Weight Behind CAB 3

Chinomona hails Bill as pillar for women empowerment, national development

ZANU PF Women’s League national chairperson and Senate President Cde Mabel Chinomona has thrown her full weight behind Constitutional Amendment No. 3, declaring the proposed legislation a critical instrument for women’s empowerment and a cornerstone for national development under President Emmerson Mnangagwa’s leadership.

Speaking in her capacity as ZANU PF Women’s League boss, Cde Chinomona said the Bill is already catalysing tangible empowerment outcomes for women across Zimbabwe’s ten provinces.

“This Constitutional Amendment is not just about governance, it is about creating a solid foundation upon which we can build lasting economic freedom for our women,” said Cde Chinomona.

The Women’s League has intensified its empowerment drive under the Presidential Empowerment Fund, with USD300 000 allocated per province to support income-generating projects for women at grassroots level.

To date, the programme has distributed more than 60,000 chicks to women, alongside skills training in baking, poultry, driving and farming.

Cde Chinomona said the Bill is key to national development, arguing that constitutional refinement aligns governance structures with Vision 2030 objectives.

“The Constitution Amendment Bill No. 3 seeks to refine governance structures in line with the country’s developmental aspirations under Vision 2030, enhancing administrative efficiency and strengthening institutional alignment,” she said.

On policy consistency, the Women’s League boss stressed that longer governance horizons would ensure uninterrupted implementation of development programmes.

“Key provisions of this Bill ensure policy continuity in the implementation of long-term national programmes, allowing us to complete transformative projects without unnecessary disruption,” she said.

Turning to investment confidence, Cde Chinomona said the proposed amendments send a powerful signal to domestic and international investors.

“Peace, security and stability are the bedrock of national progress. These pillars guarantee investor confidence, protect productive assets and ensure policy continuity.

“Essential elements for sustainable economic growth under NDS1 and NDS2 as we advance toward Vision 2030,” she said, echoing sentiments from the retail sector.

On successful implementation of government projects, she pointed to the Women’s League Presidential Empowerment Fund launched by President Mnangagwa as evidence that constitutional stability enables delivery.

“Under President Mnangagwa’s leadership, we have seen the Women’s League Presidential Empowerment Fund take off, with US$3 million deployed across all provinces. The successful rollout of this programme in Mutare, Buhera, Nyanga and Mutasa proves that when there is policy stability, our people benefit,” she said.

Cde Chinomona also praised President Mnangagwa’s direct support for women’s empowerment initiatives, citing the recent handover of 21 vehicles and USD 500 000 to the Women’s League to bolster grassroots economic development programmes.

“President Mnangagwa has demonstrated unwavering commitment to uplifting women. His donation of vehicles and cash to the Women’s League and Young Women4ED ensures that our programmes reach every village, every district, every province,” she said.

The Constitutional Amendment Bill No. 3, which seeks to extend presidential and parliamentary terms from five to seven years and refine governance structures, has attracted backing from multiple sectors, including the Confederation of Zimbabwe Retailers and miners’ associations, who cite stability and continuity as imperatives for economic growth.

Cde Chinomona said the Women’s League would continue mobilising grassroots support for the Bill, which she described as a “non-negotiable tool” for accelerating Zimbabwe’s journey toward an upper-middle-income economy by 2030.

“The Africa We Want cannot be built without empowered women. Zimbabwe, under President Mnangagwa, is building that Africa one constitutional reform, one empowerment project, one dignified woman at a time,” said Cde Chinomona.
