Zinara Marks Historic Milestone with 100% Clean Audit for 2023

In a landmark achievement for public sector accountability, the Zimbabwe National Road Authority (Zinara) has received its first-ever clean audit opinion from the Auditor-General for the year ending December 31, 2023.

This marks a historic moment for Zinara, as it is the first time since its establishment in 2002 that the authority has received a 100% clean audit.

This milestone is particularly significant as it coincides with the implementation of all recommendations from the 2018 Grant Thornton forensic audit, which had previously uncovered serious governance and operational issues. The positive development is attributed to the substantial reforms carried out within Zinara as part of the Second Republic’s parastatal transformation agenda.

Speaking at the 8th Annual General Meeting (AGM) and presentation of financial statements for the year ending December 31, 2023, Minister of Transport and Infrastructural Development, Felix Mhona, commended Zinara for adhering to the Public Entities Corporate Governance Act, which mandates public entities to hold an AGM attended by key stakeholders, including the line ministry, the Auditor-General, and other relevant oversight bodies.

Minister Mhona praised the Zinara board and management for their commitment to good governance, transparency, and accountability. He also highlighted the improved financial practices and governance standards, emphasizing that the authority’s efforts to comply with corporate governance principles have led to significant progress.

He remarked, “We are particularly pleased to witness the alignment of Zinara’s operations with the country’s legislative and policy frameworks, as well as the improved allocation of funds to road authorities. The publication of audited financial statements further underscores the authority’s enhanced operational efficiency.”

The Minister also encouraged Zinara to continue advancing its technological capabilities, particularly in adopting smarter tolling systems to boost efficiency. “As a Ministry, we are committed to supporting Zinara in fulfilling its role as a key enabler of the Government’s vision,” he added.

In his address, Dr. George Manyaya, Zinara’s board chairperson, highlighted the importance of the AGM, noting that it marked two key milestones: the first AGM to be held since 2019 and the first time Zinara presented its annual financial results with a clean audit opinion.

“This is a significant occasion for Zinara, as we are now in a position to present our financial performance with a clean, unqualified audit opinion. This is a reflection of the hard work and dedication of the management and board in steering the organization toward better governance and financial integrity,” Dr. Manyaya said.
