The Zimbabwe Republic Police (ZRP) has begun a major operation to tackle unregistered commuter omnibuses (kombis) and illegal taxis in Harare.
Out of approximately 16,500 kombis operating in the city, only 2,950 are properly registered, leaving a significant number violating transport regulations.
During a recent meeting between police and transport operators, chaired by Commissioner Bazibi Dube, officials discussed strategies to address traffic chaos and improve road safety. The operation targets drivers causing congestion, ignoring designated pick-up points, and operating without proper permits or roadworthy certificates.
Kombis must have an operator’s license, registration plates, insurance, a City of Harare permit, a fitness certificate, and other necessary documents to operate legally. Many non-compliant drivers are avoiding police by using side roads, while registered vehicles pass through checkpoints smoothly.

Commissioner Dube emphasized that the operation will continue indefinitely until violations are eliminated. He also addressed rumors, stating, “This effort will remain in place until we achieve complete compliance.”
Harare Province Commander Commissioner Maxwell Chikunguru warned against reckless driving and illegal activities, urging drivers to use designated bus termini and maintain safety standards. Police also reinforced their zero-tolerance policy on corruption and urged transport operators to ensure their vehicles meet all legal requirements.
Transport leaders expressed their commitment to improving road safety and reducing corruption. Efforts are ongoing with the Ministry of Transport and Harare City Council to regulate pick-up points and enforce compliance.
This initiative aims to bring order and safety back to Harare’s public transport system.
