The Zimbabwe Presidential Scholarship Alumni Association (ZPSAA) has expressed support for Constitutional Amendment Bill No. 3, which proposes extending the presidential term from five to seven years.
Speaking at a press conference held in Harare yesterday, ZPSAA spokesperson Mollyn Karimunhenga said the proposed amendment would strengthen the country’s capacity to implement long-term development programmes without disruption.
Karimunhenga said the association supports the bill because it aligns with Zimbabwe’s National Development Strategies.
“A seven-year presidential term will provide sufficient time for the implementation of transformative policies. Countries such as Egypt and Azerbaijan have leveraged longer leadership cycles to execute large-scale infrastructure projects and drive economic growth,” she said.
She added that the proposed extension would reduce the frequency of elections, thereby easing fiscal pressure and minimising policy uncertainty.
According to ZPSAA, the amendment would allow the government to focus more effectively on key development priorities, including infrastructure development, human capital development, and economic transformation.
“The question is no longer about who governs, but rather how our constitutional architecture can lower the cost of governance and unlock economic growth,” Karimunhenga said.
The association said its support for the bill reflects the need for Zimbabwe to prioritise economic growth and establish a governance framework that enables long-term planning and consistent policy implementation.
ZPSAA added that its position is expected to contribute to the ongoing national dialogue surrounding the proposed constitutional amendment.
