Harare City Council Rejects Dexter Nduna’s Claims About Parking Control

The City of Harare and City Parking have refuted allegations made by former Member of Parliament Dexter Nduna regarding his group, Team Chapter, taking control of parking management in the city starting October 7.

Prior to this incident, Nduna had already attracted negative attention for falsely claiming to have graduated with a law degree from the University of Zimbabwe, despite having failed three courses and resorting to purchasing a cap and gown to feign graduation.

In a statement released over the weekend, the Council emphasized that City Parking is the sole authority responsible for managing parking in Harare and has no agreements with either Team Chapter or National Eye Security. The statement read:

“The City of Harare seeks to clarify the misleading claims made by Dexter Nduna. In his recent social media post, Nduna alleged that beginning Monday, October 7, 2024, Team Chapter would take over parking responsibilities in Harare from City Parking Private Limited. It is important to note the following:

  1. The Urban Council Act Chapter 25:15 Part XIV Sections 189 to 191 outlines the framework for the establishment of parking spaces, prepaid parking fees, delegation of parking mandates, and the use of parking fees. The City of Harare operates in accordance with these regulations.
  2. Street parking in the Central Business District (CBD) is a responsibility of the Council.
  3. City Parking Private Limited is a wholly-owned strategic business unit of the City of Harare.
  4. The relationship between the City of Harare and City Parking remains intact.

The City of Harare, through City Parking, continues to oversee parking in the city and has no arrangements with Team Chapter or National Eye Security. We advise the public to disregard Team Chapter and to engage solely with City Parking Private Limited to prevent any issues.”

Additionally, in a statement issued on October 5, City Parking warned motorists against making parking fee payments to Nduna or any associated entities, cautioning that doing so could jeopardize their funds. The statement emphasized:

“It has come to our attention that Mr. Dexter Nduna is disseminating false information regarding parking management in Harare. We want to clarify the following:

  1. City Parking (Private) Limited is a private entity fully owned by the City of Harare, entrusted with the comprehensive management of parking in the city.
  2. Parking fees should only be paid to City Parking marshals.
  3. The City of Harare has not contracted Nduna or any other individuals or companies to collect parking fees.
  4. Nduna’s threats to disrupt parking operations endanger not only City Parking but also businesses and property laws. Such actions will be met with law enforcement and legal repercussions. We will not tolerate chaos, disorder, or lawlessness in Zimbabwe.
  5. Nduna’s unaddressed behavior negatively impacts the reputation of the government and the political party he claims to represent. Such irresponsible statements could deter potential investors.
  6. Nduna lacks the legal standing to make such declarations, and we strongly advise the public to dismiss his unfounded and provocative claims. We caution everyone against risking their money by making payments to Nduna, his company, or any of his representatives.
