The Government has established a one-stop center to streamline the issuance of title deeds for landholders, enhancing land tenure security and productivity in the country. This initiative includes mortgage options for those unable to pay the full purchase price.
Collaborating with the Ministry of Justice, Legal and Parliamentary Affairs, the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development aims to expedite the processing of title deeds. According to a recent statement, title deeds will be available for holders of valid offer letters, A2 permits, 99-year leases, A1 settlements, and ALSA leases.
Farmers making cash payments can expect their surveyed farms to be processed within three days. For those opting to pay within 90 days, title deeds will be processed upon payment of a deposit. The Government is also working with financial institutions to provide mortgage arrangements for farmers, with further details to be announced soon.
To initiate the process, farmers will complete a data collection form with the help of a valuation and estate officer. They are required to submit certified copies of their ID and relevant tenure documents, along with a US$10 processing fee. A surveyor will then confirm the land status and upload the necessary diagrams, ensuring there are no disputes.
A valuation officer will establish the purchase price and seek approval. After full payment, a conveyancer will enter the farmer’s information into the system, and the deeds official will review the title deed and register it, issuing a clearance certificate upon successful payment.
This initiative represents a significant advancement in land ownership and supports the Government’s Land Reform Programme, initiated in 2000. The new system aims to ensure the bankability and transferability of titles, aligning with the country’s Vision 2030 goals. President Mnangagwa previously launched this program at Pricabe Farm in Kwekwe on December 20, marking a historic step toward improved land tenure security in Zimbabwe.
