Total Energies: Zimbabwe is currently grappling with significant socio-economic challenges, including a severe shortage of hard currency, which continues to have a major impact on the industrial and energy sectors.
The ongoing foreign exchange difficulties and regulatory processes for foreign service contracts are expected to persist for the foreseeable future. Additionally, fluctuations in the exchange rate have made it difficult to finalize tenders without needing variation orders, putting additional pressure on budgets and deadlines.
As an Engineering Manager, your role will focus on overseeing the effective management of engineering projects, maintenance programs, and the technical integrity of facilities, all while ensuring compliance with safety standards and financial control.
Key Responsibilities:
Health, Safety, and Environment (HSE)
- Implement safety and engineering standards in alignment with the group’s expectations across all engineering activities.
- Assist in the closing of technical audit action plans for network and logistics operations.
- Actively participate in HSE and crisis management committees, ensuring continuous safety improvements.
- Monitor and support the implementation of the ICC program, ensuring that contractors improve their safety management systems.
- Conduct spot inspections at work sites, ensuring that HSE protocols are being followed and report any issues.
- Lead safety training for staff, contractors, and network personnel, ensuring all mandatory training is completed.
- Maintain the consistent application of group safety programs, including GOLDEN RULES, JST, and ZERO FACILITIES, as well as relevant software systems like IZI, CMMS DAISY, and S2B ATV.
Project Management
- Ensure the clear assignment of Project Managers for all annual projects, with well-defined responsibilities.
- Ensure that project designs meet both internal group standards and international/local regulatory requirements.
- Oversee the execution of both system and technical projects across the organization.
- Monitor progress to ensure that project commitments are met on time, within budget, and in alignment with organizational objectives.
- Ensure worksite safety, risk management, and change management procedures are strictly followed throughout each project lifecycle.
- Sign off on all project MOC (Management of Change) and commissioning to ensure quality and safety.
- Ensure that all project documentation is properly retained according to company policy.
Maintenance Management
- Review and validate preventive and statutory maintenance plans at the beginning of each year for network, GT, and logistics.
- Oversee the effective implementation of corrective maintenance programs, aligned with the company’s broader strategic goals.
- Ensure the execution of maintenance contracts for recurring work related to the network and logistics.
- Monitor the achievement of maintenance KPIs on a weekly, monthly, and quarterly basis.
- Ensure all maintenance documentation is retained in accordance with company guidelines.

Facilities Management
- Oversee the implementation of preventive maintenance plans for company facilities.
- Ensure that corrective maintenance tasks for facilities are completed in a timely and efficient manner.
- Ensure that any new or improvement projects for facilities are executed safely and in line with safety protocols.
- Sign off on selected preventive and corrective maintenance tasks for facilities.
Budgeting and Financial Control
- Coordinate the budgeting process for OPEX and CAPEX, ensuring that all departmental activities are adequately funded.
- Monitor budget utilization to ensure that OPEX and CAPEX are spent in line with approved amounts, and optimize cost management through compliance with purchasing and tender processes.
- Implement monthly budget monitoring and controlling tools to track OPEX and CAPEX expenditures.
Technical Integrity
- Regularly assess the technical integrity of facilities and take action to address any identified threats.
- Review and confirm the classification of risks and ensure that compensatory measures are in place for any identified issues.
- Participate in quarterly technical integrity committee meetings, contributing to both short- and long-term action planning.
Staff Management
- Manage, coach, and develop direct reports, setting clear performance objectives and ensuring that they meet set targets.
- Conduct quarterly and annual performance appraisals for team members to ensure their professional growth.
Other Duties
- Carry out any other tasks assigned by senior management as needed.
Qualifications and Experience:
- A Bachelor’s degree in Engineering.
- A minimum of 5 years of experience in engineering roles, particularly in depots and network operations.
- A Project Management qualification is essential.
- Additional internal training in relevant fields is advantageous.
Accountabilities:
- Ensure 100% ICC inspection and re-inspection of all contractors.
- Conduct 12 HSE meetings and two crisis drills annually.
- Perform two worksite inspections per month for projects and maintenance works.
- Ensure 100% implementation of mandatory training for direct reports.
- Oversee 100% sign-off on all projects and maintenance activities.
- Achieve full utilization of OPEX and CAPEX budgets, avoiding overspend.
- Ensure compliance with KPIs and safety protocols across all projects and operations.
- Conduct four technical integrity monitoring committee meetings annually.
