Lornah Bhobho Convicted of Fraud After Illegally Claiming Duty-Free Rebate for Vehicle Import

Lornah Bhobho, a 35-year-old pharmacist from Chikanga, Mutare, was convicted of fraud after attempting to illegally benefit from the government’s civil servants rebate scheme.

She appeared in the Mutare Magistrate’s Court where she was charged with fraudulent activities.

The case unfolded in March 2023 when Bhobho, employed by the Ministry of Health and Child Care, made the decision to take advantage of a government scheme intended for public servants to import vehicles duty-free.

Instead of following the proper procedures, Bhobho circumvented the system by purchasing a Toyota Aqua in her name without submitting any official application for the rebate.

To make matters worse, Bhobho wrote a fake rebate letter and attached a fake ZIMRA reference number. Falsely claiming authority to import the automobile duty-free from the Ministry of Finance and Economic Development, the letter expressed her intent to do just that.

We lost a lot of money because of this fake document that was meant to trick customs officials. As a result of the false claim, ZWL$4,264,625.17 in lost revenue could have occurred.

Bhobho was taken into custody and faced fraud charges after the scheme’s unethical nature was exposed. The court proceedings came to a close with Bhobho being imposed a $400 fine. She must pay the fine or face a two-month jail term.

Fraud and deceit in the public sector can have serious legal consequences, as this case shows. It also shows what happens when people try to take advantage of programs that are supposed to help public servants.
