Controversy surrounds the impending departure of Harare Town Clerk Hosiah Chisango, who stands to receive a substantial golden handshake while the city faces multiple crises.
Mayor Jacob Mafume confirmed a special team is negotiating Chisango’s exit terms.
This comes as a Commission of Inquiry exposed that Chisango earned up to US$30,000 monthly leading a council that failed to provide basic services.
“Paying massive exit packages to failed executives is adding insult to injury for suffering residents,” said Harare Residents Trust’s Precious Shumba, demanding salary restructuring across council management.
The revelations follow findings of unauthorised executive pay scales and US$4.5 million in missing municipal funds.
