SAN HE Mining Fined for Unauthorized Use of Star-Link Equipment
A mining company based in Guruve and owned by a Chinese entity has been fined USD 700 for violating the Postal and Telecommunications Act by utilizing Star-Link equipment without proper authorization.
The National Prosecuting Authority of Zimbabwe (NPA) revealed that the unlawful activities of SAN HE Mining company came to light on December 5th, 2023, following a report received by the police from the Postal and Telecommunications Regulatory Authority of Zimbabwe (PORTRAZ).
“SAN HE Mining company in Guruve has been ordered by a Bindura Magistrate to pay USD 700 for contravening the Postal and Telecommunications Act, specifically for willfully possessing or operating a radio station without a license or authorization from PORTRAZ,” stated the NPA.

Upon receiving the report from PORTRAZ regarding the use of Star-Link equipment by the mining company, the police visited the site and confiscated the Star-Link router and antenna, leading to the initiation of legal proceedings against SAN HE Mining company.
The Postal and Telecommunications Act of Zimbabwe mandates that entities engaging in radio communications must obtain the necessary authorization from PORTRAZ to ensure compliance with regulatory standards and prevent unauthorized usage.
Interestingly, advertisements for Star-Link kits have been surfacing on the internet, particularly on social media platforms like Facebook, despite the lack of proper authorization. In response, a POTRAZ official recently cautioned against the sale and use of these gadgets, emphasizing that those advertising and utilizing them are putting themselves at risk.
