The Zimbabwe National Water Authority (ZINWA) reportedly lost US$45,250 and ZWL$94 million over six months due to an alleged scam involving the chief executive’s personal assistant.
Mercy Tsitsi Ndiweni, 42, appeared before regional magistrate Marewanazvo Gofa without entering a plea. ZINWA is represented by Engineer Waddilove Mandiziba, Director of Water Supply Services and Rural Development.
As the CEO’s personal assistant, Ndiweni was responsible for managing administrative tasks, including making payment requisitions for services rendered to ZINWA staff. Between March 6-21, Ndiweni allegedly created and processed purchase orders for executive accommodation and generated fake proforma invoices in the names of Baxley BnB in Hillside, Bulawayo, and The Residence in Masvingo.
Ndiweni is accused of creating fake expenditure vouchers and submitting them for payment authorization, falsely claiming they were for accommodation services provided to the CEO and other senior staff. However, the payments were deposited into her personal bank accounts.

The alleged fraud came to light on August 21 during an audit, revealing unauthorized payments, including a US$6,750 transaction for accommodation that never occurred. Further investigations uncovered 19 unauthorized transactions totaling US$48,650 and ZWL$94 million, which Ndiweni allegedly converted for personal use, leading to her arrest.
