President Emmerson Mnangagwa is set to officially open the Second Session of the 10th Parliament today, where he will outline the legislative agenda for the upcoming period from October 2024 to October 2025.
He will also deliver the State of the Nation Address to a joint session of the National Assembly and Senate.
In an interview with The Herald, Clerk of Parliament Kennedy Chokuda noted that several key bills, including the Mines and Minerals Amendment Bill, will feature in this legislative agenda. Chokuda stated:
“The State of the Nation Address and the opening of Parliament are constitutional requirements. The Speaker of Parliament and the President of the Senate have made the necessary arrangements for the President to address Parliament today.

We expect that he will outline the legislative priorities for the upcoming session, including any bills that need to be rolled over from the previous session and new legislation.”
Chokuda confirmed that the Mines and Minerals Amendment Bill has been referred back to Parliament and is ready to be gazetted. He added that there are several other bills currently being processed by the ministries that will also be carried over.
He emphasized that the previous session marked the first for the 10th Parliament, during which members were familiarizing themselves with their responsibilities. He noted that Parliament has made efforts to equip its members for their roles and is committed to diligently passing legislation.
