New Dog By-Laws in Harare: What You Need to Know About Limits and Permits

The City of Harare’s by-laws regulate dog ownership based on property size. Properties smaller than 2,000 square meters are limited to owning two dogs, while properties larger than 2,000 square meters are allowed up to four dogs.

Residential areas such as Warren Park, Westlea, Cranborne, Mabelreign, Arcadia, Mabvuku, and Avondale fall under the 2,000-square-meter restriction. On the other hand, areas like Greystone Park, Shawasha Hills, and Gletwin Park, which exceed this size, can accommodate more pets.

The regulations also prohibit keeping a dog without a permit, breeding dogs, or allowing them to roam freely in public spaces.

According to the Harare Dog and Licensing Control By-Laws, Section 4(1), property owners must adhere to these limits, with penalties outlined for violations. In Section 12, the by-laws state that dog owners are responsible for securing their properties and preventing dogs from straying beyond their boundaries.

Warren Chiwawa, the City’s acting chamber secretary, emphasized that dog ownership requires a permit and warned that violating these by-laws could result in a fine or imprisonment for up to six months, or both.
