The Zimbabwe Energy Regulatory Authority (ZERA) has acknowledged the recent publication of an Award Notice on the Procurement Regulatory Authority of Zimbabwe (PRAZ) website, detailing a contract for the supply of laptops and desktops to the authority valued at US$191,679.50.
The contract outlines the procurement of 110 computing devices, divided into three lots according to specifications:

Lot 1: 50 laptops with Intel Core i7 processors

Lot 2: 50 laptops with Intel Core i5 processors

Lot 3: 10 all-in-one desktop computers
According to an extract from the contract, the unit pricing is as follows:

Lot 1 (Core i7): US$2,019.23 per unit

Lot 2 (Core i5): US$1,505.13 per unit

Lot 3 (All-in-One Desktops): US$1,546.15 per unit
This brings the total contractual value to US$191,679.50, with payments to be made in Zimbabwean dollars (ZWG) at the official exchange rate set by the Reserve Bank of Zimbabwe (RBZ) on the date of payment.
As per the contract terms, ZERA will issue a Purchase Order to the supplier specifying the required devices. Upon receipt, the supplier is expected to issue an invoice within three working days. ZERA will then approve the invoice within a further three days, followed by the delivery of the goods within 14 working days of approval.
Payment to the supplier is to be processed within three working days of delivery, and the supply will be staggered over a 12-month period.
The contract also emphasizes that ZERA, as a public procuring entity, remains fully compliant with the Public Procurement and Disposal of Public Assets Act [Chapter 22:23], in line with oversight from PRAZ.
The release of the contract details comes amid growing public interest in procurement transparency, particularly in light of previous controversies involving government entities. While the pricing has raised questions on social media platforms, ZERA has maintained that the procurement followed all legal procedures and standards set by the Public Procurement Act.
The authority has reiterated its commitment to transparency, stating that all processes undertaken adhered strictly to national procurement guidelines.
