Wicknell Chivayo, who was previously charged with corruption, is now the target of fresh accusations from the Zimbabwe Electoral Commission (ZEC).
According to reports, shortly before the August 2023 elections, ZEC placed an order for 2,000 non-flushable toilets for US$7.6 million. These restrooms, which were valued at roughly US$300 in South Africa, were supplied eight months following the election and came at a cost of US$3,800 each.
Two weeks after the election, George Guvamatanga, a senior officer in the finance ministry, sanctioned this payment and is currently under investigation.
The focus of these accusations is the South African business Ren-Form CC. According to ZimLive, Ren-Form CC was awarded about US$100 million in contracts, which is more than twice the US$40 million that was originally stated. The company allegedly acted as a cover for Chivayo and his accomplices, Scott Sakupwanya, Mike Chimombe, and Moses Mpofu, and these contracts were awarded without a public bidding. Excessive lifestyles and expensive cars were funded with the money.

ZEC chairperson Justice Priscilla Chigumba reportedly met with Ren-Form CC’s executives and Chivayo’s colleagues before to the company’s selection. Chigumba, Guvamatanga, CIO director-general Isaac Moyo, and chief cabinet secretary Martin Rushwaya may have accepted bribes to obtain contracts and accelerate payments, according to leaked communications from Chivayo. All reject any misconduct.
ZEC placed a fresh order for 2,000 non-flushable portable toilets and 125,000 luminous vests on August 17, 2023. The toilets cost US$7.6 million, and the vests cost US$1,687,500. Ren-Form CC sent over an invoice totaling about US$10 million. Even though none of these supplies arrived in time for the election, on September 7, 2023, the finance ministry made the complete payment.
The businessmen Chivayo, Mpofu, and Chimombe are being investigated by the Zimbabwe Anti-Corruption Commission (ZACC).
