City of Harare Cracks Down on Uncertified Indoor Venues

The City of Harare has given a two-month ultimatum to the owners or managers of indoor assembly venues—including churches, halls, hotels, restaurants, schools, universities, cinemas, beer halls, and sports clubs—to obtain Certificates of Place of Assembly from the council’s Building Inspectorate. Failure to comply within this period will result in penalties or the closure of non-compliant venues.

In a public notice dated November 19, Harare Town Clerk Phakamile Mabhena Moyo highlighted that several venues are operating without the necessary certifications, which is a violation of the Building Fees and Related Matters By-laws of 1979.

The council has warned that venues failing to secure certification within two months will face penalties, including additional charges to their rates accounts.

Building owners and administrators are instructed to visit the Building Inspectorate offices at Cleveland House, 92 Leopold Takawira Street, Harare, for necessary documentation.
